Does anyone know how much difference the ROF would be in using these two types?

The full size Uzi is 600 RPM but that is using military ammo, right? If so, using WWB should be a bit less.

I think a shortened buffer, about 3/4 inch, should give me about 720 RPM which is what I am more used to, is using this you remove the original buffer, right? Stacking buffers would seem a bit unstable I would think.

There is no rubber buffer on the stock FA. The thin fiber "buffer" on the recoil spring assembly serves more to position the the spring guide rather than serve as a buffer. No need to remove the fiber buffer to run the thicker rubber buffer and you'll need it there if you want to run without the rubber buffer later.
