The answer is fuzzy. Are we talking about a form 1 can, or a store-bought can? For some reason, Legally, you have to have a SOT to work on a can...

Not commenting in regards to the question of making it shorter. Any licensed gunsmith can repair any firearm including NFA, whether they have paid the SOT or not.
Class 3 shooters blow thier loads faster and with only 1 pull of the trigger

You can do it and update the form by sending a letter stating the new length.
No, this was covered in the Silencer FAQ BATFE posted on 04/17/2008. The only exception was a repair which required re-threading on good metal.
