it looks way too small and not nearly deep enough for anything like a optic to go on it, in any event I have never seen anything that was attached to the top of the rear sight in the variety of pictures of Soviet/Russian soldiers with one. probably just a remnant of the pressing process to make that piece

Is it the piece of spring spring steel that presses up against the bottom of the rear sight? If so then it’s done too reduce force and induce the bending moving localized to that area

A lot of times during development and early T&E ideas are tried but rejected. "It seemed like a good idea at the time"...
So it is quite possible an attachment, optical or otherwise, was intended to be mounted there but was dropped at some point. If the tooling is already made to make those in the sight base when it is stamped out, why spend the time and money to redo or replace the dies to eliminate them?
Tooting your own horn again, buddy. I clearly stated the slots were for "rain egress". B18 was mentioned solely for if the OP was seeking an optic rail option that mounts to the rear sight. StormWerkz has also manufactured a product, but it requires drilling.
I've had my Krinkov kit in a box here for awhile waiting for me to get around to filing the paperwork to SBR and build it.
I was just going to put an AK74 side rail on it when I put it together. The forward-most rivet for the folder trunnion is same location as fixed stock 74.
I didn't think those slots were for an optic, drainage makes sense though.
You are all probably over thinking this. Most likely a relief cut for the bending process.
My AKSU has a gen 2 dust cover so I cannot confirm this.
The slots were cut with precision. I believe there was a mount for some kind of sight, dot, ect. But I cannot find any reference to one.
Mine don't look to be precision cut, or well machined for that matter. If it is cut for an optic mount, it must be a pretty wonky, uneven base that goes in there.
I found this pic in a Russian AKS-74U manual. I'll get #4 translated.

update- there was also an optical sight issued in the 90's that attached in the sight rail. It was determined to be failure and withdrawn from service.
Looks like divots to hold a leaf spring that drives flip up tangent sights.
