when i left CA for Tx, i brought 4 uzis with me (so they are legal to own).

I'm here and yes. No open bolt parts but closed bolt semi stuff is OK.

What exactly would be the issue with an open bolt parts kit in California? I’m not aware of any restrictions on the ownership of such parts kit?

The answer was to zrunr's question.
Jones answered the way he did because Cal DOJ tends to go with whatever is the most restrictive interpretation, be it DOJ's or BATF. Just because open bolts are OK with BATF, doesn't mean that Cal DOJ has to agree... which they often don't.
In this case "Open-bolt firearms made after 1982 are considered machine guns due to ease of conversion. Parts that can be used to convert a semi-automatic firearm to fully automatic capability are regulated as machine guns and must be registered and tax paid under the NFA". And good luck registering a machine gun here.
Even if a person could get DOJ to agree, there's California's "Firearm Safety Drop Test" which is the stumbling block for a lot of otherwise completely legal firearms. Open-bolt guns don't stand a chance.
Open-bolt guns might be considered legal if the mag well is gone or permanently welded shut and the weapon can only be loaded by hand, one round at a time-- and IF they can pass the drop test.
Living here we have to put up with this kind of draconian legislation on a regular basis. And sadly, California has become the trend-setter for anti-gun legislation.
You guys living in free states where common sense rules and the 2nd Amendment is still respected should really appreciate what you have.
Just because a person ordered in restricted parts and didn't get noticed, doesn't make it legal-- it just makes him lucky.
