there might not be enough spring tension to push the rounds up the feed tower, or the rounds binding where the feedtower is welded to the drum opening not making a smooth transition from drum to feedtower. or it could be a combination of both
if you are going to lube it, don't use any oil or liquid, use graphite powder
when I made my PPS43 drum, I had to pre-tension the drum spring to 5 or 6 revolutions

i lubed it a lot with dry lube
it shoots from one to 5 rounds then stops and the top round is never as tight as it shoud be
Is the mechanism hard to change??
I thought i might rob a mechanism for a unmodified drum

it's not that hard to pre-tensioning the drum spring. here is a tutorial on how to disassemble the drum and set pre-tension.......

now, he pre-tension the spring at 3 complete revolutions on his drum, but you'll need to pre-tension yours to 5 complete revolutions so there's enough "ompf" to push all the rounds up the tall feed tower.
it will be very stiff when pre-tensioning the spring, and even a lot stiffer when you rotate the spring housing to load the drum, but you have to do that if you want all the rounds in the drum to feed up to the feed lip

Uncle Billy has the right solution. You can always add extra turn of pre tension.
