My guess is the barrels and uppers were not computer manufactured and not knowing where the barrel would tighten in the upper the notch was cut after the barrel was tightened in the upper.

I have a carbine upper and pistol upper, both cuts look like they were done with a Dremel and not blued.

I have one, it is a factory made cut.

The original Ghost Gun The Mfg. info and Serial number on Bushmasters was on the upper. The lower had no info at all, it was easy to put together with AR parts.

It is one LOUD SOB, I had one in semi-auto. It was a jam-o-matic. The only way I could empty a mag was put the rear against the hard rubber bumper on my car to absorb the recoil. It would then empty mag after mag.

From what I have read if no barrel is on it does not need to be registered. If a barrel is on it then it must be previously registered or it is illegal. If you can find a receiver with no barrel you can register it to put a barrel on it.
