I have a Galil build on a IMI receiver and I've noticed the top cover wiggles. I've tried two surplus top covers and both rattle somewhat. The second one is better but still has the issue. Can anything be done to fix it?

No. I won't do that. Part of the joy of getting these parts back to a functioning rifle is tracking the parts down.

I would bet almost anything is possible considering old guns get retrofitted with new parts but could I get away with using an Israeli ARM gas block for an R4 build?

TRA/Two Rivers ARMS are good to go :) I've seen a few of their galil builds including mine and also a Reweld that made the rounds on the board here a ways back.

That does not constitute a MG so honestly it's perfectly legal. A friend of mine got a VEPR 545 from the factory with a sear cut on the rail. What constitutes a MG is the 3RD pin. I have looked into this after the initial discovery.

The cut is too uniform for it to be a crack or fracture. It looks like it was done on purpose.
