Yes there is such a beast. The Izzy's made a metal one and the South Africans made a plastic one. The SA plastic 5 round magazine came on the Vektor H1 pump action rifle. You will occasionally see one for sale on GB.

Thanks I'll keep my eyes open for one. I have the need for one. My daughter has taken a liking to deer hunting and wants to use the Galil as her primary hunting rifle. The law down here in Florida is no mags larger than 5 rounds can be used. Our whitetail deer are small so I think the 5.56 round will be sufficient for her hunting needs. I need to get some optics for her though. I use a .243 myself.

Yes in fact I believe that is why Galil made these magazines to accommodate hunters in the USA. If I remember clearly they also made a 5 round magazine for .308WIN also.

Could put a pop rivet sidewall of one of the 12 round blank mags so that follower won't move past five capacity...

I have not seen the plastic 5rd magazine, but you do get the metal ones, albeit scarce. They were made for rifle grenade ballistite rounds. I have a few different variations. I've also seen guys cut down standard 35rd magazine to make them into 20rd, 10rd and the 5rd - these have sometimes been sold as original 'scarce' models.
If you need a 5rd one, I would say the easiest way of doing so would be to cut down a 35rd one, including the spring and just make sure to leave some metal for the folding tabs at the bottom.

The one in the pic below is market O5 - some of the others are marked with an X followed by a number, for example, X4. In the pic below I've included the standard 35rd and 50rd (referred to as the panic mag) for comparison.
