Allen screw Torquing procedure (without a torque wrench)

I've heard of a couple ways to not, over tighten an allen screw, for scope mounts and such.

insert long side into to screw and turn with two fingers along the long side of the allen wrench until the screw stops, then insert short side of allen wrench (AW)and turn 90degrees.

another was

insert long side into screw and turn with short side of AW with two fingers.

I'm not recommending either, just wondered if ya'll have any suggestion.
(other than buy a torque wrench). I'm obviously not a gunsmith and most of the people I know, don't have a complete set of armorer tools.

Clean and degrease threads. Apply loctite. Snug up the screws with the long end of the wrench in the screw. Switch to the short end and crank until it feels tight. Done.
