Has anyone seen or know for a fact that the Calico or Fleming mac uppers had ATF determination letters ? Both of these uppers hold the magazine and both have regular mac style recoil systems.

Wouldn't make any difference. The ATF just changes their ruling. "Had to vent"
I've never seen anything on Fleming

In our original determination, the FATD did mention that the adapter could not be used with an open bolt semi. They also mentioned in the second determination that the Tenko could not be used with an open bolt semi M10. I have never seen either upper IRL. Could these uppers be used with an open bolt semi? I would think that if these uppers had a provision for use in semi auto in a machinegun receiver then they could be used with a semi, but the upper would only fire one round per function of the trigger.
