The AWB, aka "Crime bil," aka "Violent Crime Control and Law Enforcement Act of 1994," aka the "Public Safety and Recreational Firearms Use Protection Act" aka a whole bunch of
other names , was
enacted
on September 13, 1994.
As of its enactment, it became known as Public Law 103-322. The bill was huge and touched on many aspects of violent crime control in the U.S. The part that we're all interested in is subtitle A (sec. 110101-110106) of Title XI of Public Law 103-322.
For our purposes, PL103-322 amended sections 922 and 924. The 1994 amendment provided that:
''This subtitle (subtitle A (Sec. 110101-110106) of title XI of
Pub. L. 103-322, amending this section and sections 922 to 924 of
this title and enacting provisions set out as notes under this
section) and the amendments made by this subtitle -
''(1) shall take effect on the date of the enactment of this
Act (Sept. 13, 1994); and
''(2) are repealed effective as of the date that is 10 years
after that date.''
The way I see it is that if your kid was born on Sept. 13, 1994, at midnight (that is, 00:00 on Sept 13) , when would you say her birthday was? Would it be Sept. 13, or 14th? If she was born on the 13th, you would consider her to be 10 years old on the 13th, not the day after the 13th.
