custom serial number

could I legally buy an uzi parts kit, remove the serial from the cut receiver (non-firearm), rebuild it, and assign a custom serial number to it? I know legally I could build it and not assign any serial number, but could I create my own novel number (007 for example....not what i had in mind, but just an example)...And just to clear up any thoughts, It would have a blocking bar and it would be a semi receiver, but will however host my registered bolts.

I don't see why not. When you build a gun from scratch, the law says you are supposed to mark it with a serial #, plus name and location. As long as the gun is not the registered part it should be fine.

The federal law does not require you to put a serial number on a firearm you make, unless you are building a NFA firearm on a Form 1. Serial numbers are recommended to avoid issues with police officers who don't know better.

As per ATF regarding private citizens manufacturing a title 1 firearm, "However, we suggest that the manufacturer at least identify the firearm with a serial number as a safeguard in the event that the firearm is lost or stolen. Also, the firearm should be identified as required in 27 CFR 478.92 if it is sold or otherwise lawfully transferred in the future."

While demilled receivers are considered scrap metal, it is legal to reassemble them into title 1 firearms for personal use. Just keep in mind that laws dealing with altered or obliterated serial numbers only apply to weapons that orginally had serial numbers, so removing numbers could bring things into question if it was not well documented how and why you did it. I would just leave the numbers. Either way, nobody is going to know you have it. I like the idea of building building a receiver from old IDF demilled receivers.
