This is hyperbole. The more ridiculous the exaggeration, the more entertaining the effect.
(I don't know of any film showing an Uzi being tossed down the stairs, because Uzi owners are not that dumb.)
The implied point being, if we tape off the grip safety, instead of becoming a "dialed in Uzi user" as Vickers suggests, we actually just remove one of the key things that makes an Uzi what it is. One of the main reasons it was created and then adopted, was that the STENs it replaced were so dangerous to use in combat. (Just like a MAC would be.)
So, if a person goes down the path of being stupid, and fixing non-existent problems in a way that makes the weapon more dangerous, they might as well, go all the way to ridiculous Hollywood fantasy, right?
