Pads up the magazine for when it digs in your rib cage..... or perhaps it's to prevent the magazine from staining nice police uniform.

I think Bond nailed it.. uniform protection seems likely (plus it matches the uniform). Good one!

Why?

Some high government official has an idiot brother in law that needed a job. So the BIL sews up magazine cozies in his garage, earns 39 cents an hour, and the official sells them to the government through a shell corp for US$2,497.39 each.

You'd be surprised how many times the above scenario turns out to be the real reason why...
