You have the items back though right? Your major mistake was not refunding the initial transaction and instead sending a separate payment for the refund minus shipping. Had you refunded the initial payment, PP would have been able to contest the chargeback with the CC company and shown that the money had already been refunded. Or had you not done anything at all, the chargeback would have just canceled out his payment and you'd be back where you started minus shipping. By trying to send him the money back minus shipping you screwed yourself. PP isn't the problem here, how you handled the refund is the issue.

No, the problem is the buyer is a scumbag. I don’t know why the buyer wasn’t happy and don’t care, but we do know he got all but $15.00 of his money back yet he put in a claim for the whole amount. Had he not been a scumbag, he would have requested the $15.00 back.
As far as PayPal goes, they state that the won’t intervene on the sellers behalf because it was a personal transfer, yet they’ll refund the seller on that personal transfer. Sounds like whoever you spoke with is having a little problem understanding the situation. You should call PayPal and try to make them understand. In the end you might get called out on the sale of firearms parts, but it sounds like you’re writing off PayPal anyway.
Lastly, almost every forum I belong to the sellers always ask for PayPal FF, and ad “no notes”. Then do stupid shite like send tracking numbers etc through PayPal. This is after I send an email advising the payment was sent. Most times I just suck it up and pay the fee anyway. That way I don’t end up with problems.

I will not use Pay Pal Friends and Family. On anything. The bad thing about Ebay is, I believe, you have to use Pay Pal?? I haven't sold there in years but Ebay and Pay Pal is a gamble IMO! BUT, they get the most exposure so I'll use it with the knowledge that I can possibly get effed because of their tendency to believe the buyer no-matter-what! I was a bigtime seller from 1999 to about 2010 and they used to be more impartial back then IMO!

Yes of course, the dbag buyer is the ultimate issue. Not trying to argue with you, just saying if you would have refunded his original payment instead of paying him outside of that payment, PP couldn't have hit you again for the chargeback. You could always dispute your payment back to him with your credit card company.
