Regarding shipping guns: When we (Practical Solutions) have customers send us their guns, we always try to have them send it through their local dealer as a gunsmithing sublet. The dealer takes the gun onto his books, pencils it out to us, we do the work, send it back and the dealer erases the pencil and then writes it out to his customer. It's easy and 100% kosher this way. We always recommend USPS Registered mail. UPS and Fed Ex do not knowingly ship machine guns at all. UPS states this directly on their website and Fed Ex states it in their firearms shipping contract which all dealers that have a Fed Ex account are supposed to sign. Scott is right that USPS does not specifically distinguish the classification of Machine Gun, they care about concealability. If a customer is sending us an Uzi (that's not registered as a pistol), we tell the customer they can send it directly to us via USPS Registered mail. If a customer is sending us a MAC type gun, we strongly encourage them to use their local dealer. Sometimes, a customer wants to send us a gun directly, for whatever reason. In these circumstances we still recommend USPS Registered Mail. If they insist on UPS or Fed Ex, we require them to give us a return label when the work is done due to liability reasons. All semi auto pistols shipped via UPS or Fed Ex must be sent overnight and dealer to dealer. When shipping a pistol via USPS it must be sent dealer to dealer but does not have to be sent overnight or registered mail. We've recently (within the last 6 months) talked with 2 different ATF agents regarding this issue, one being a supervisor of some kind and one being an agent in the field. Both said it is not illegal to send a gun via UPS and/or Fed Ex, but is just against UPS/Fed Ex's policy. All ATF cares about is that it's sent via a common carrier and that it must be signed for. Additionally, I've spoken with our insurance guy and he said that if someone does send a package with insurance that violates the shipper's policy, the claim will not be paid. For example, if someone ships us a machine gun via UPS or Fed Ex and something happens - UPS or Fed Ex will not pay the claim even if you did pay for the insurance. So the only hope is that one's private insurance will pay the claim. My insurance guy says that they will NOT. But I don't know what another insurance company would do.
