A legitimate reason to build or buy a pre or post sample by an 07 is research and development. Everything old is new again. Studying a WWI Maxim or MP18 might reveal an interesting design feature you could incorporate or modify in the new design you were sketching on a napkin. At worst you now know how not to do something.
Just an observation, but I doubt even one percent of 07 SOT holders, past or current, have ever designed anything new, let alone even thought of designing anything new that might fall under the definition of "R&D".
Most of them use the SOT portion to make money buying and selling stuff like suppressors and doing transfers, but use the "07" manufacturing part only to make and/or buy new toys to play with.

Any idea how many designs for anything make it off paper and into prototype versus the number of balled up papers hitting the trash can? Probably whole forests have given their life to wind up in a landfill due to both professional engineers and amateur inventors trying new (and old) ideas then deciding that was not the way to go.

I've never built a car but teenage Slim sure filled a few notebooks with radical customs back in the day. Surely every 07 has thought once or twice about their idea of a "perfect XXX" even if it never made it into metal. Researching how to bring that idea into reality is part of the process, whether or not it goes into production. I read Car Craft and went to auto shows. 07s buy toys.

I said what I said as I know of way too many people who have gotten FFL/SOT only to buy up pre samples then drop them or to have play toys…things like this spiked during covid because people sat around and learned what they could and couldn’t do with regards to NFA. Why do you think the pre sample market exploded during that time? Why do you think the post sample market exploded with stuff that would never be used for LEO/Govt application? That’s why I said what I said.

I’m an 07/02 and I build HK clone guns for people and doing some R&D on suppressor designs. I actually use my license for what it’s intended for but there are many who are 07/02’s who can barely assemble an AR15 lower.

And if asked why they have a pre sample MP40 and FG42 they can say for R&D without having built a single thing.

You dont have to have a reason for pre sample stufff. They don’t question those it’s the post sample stuff.

I would respectfully disagree. I have met a lot of 07 SOT holders and most of them lack the brain cells to even assemble an AR kit. Most of them sub out all their builds to actual builders and a lot of them don't even have the basic tools for welding or machining, let alone the skill to use them.

As I stated, I believe most 07 have that license just to build cheap MGs and have fun.
If they make a few bucks in the process, than that's a bonus for them.

There are legally allowed reasons for buying or building certain MGs, having fun isn't one of them. R&D is and would be hard to disprove. Both reasons can look a lot alike in practice.
