Suomi Upper

I was wondering what I need to File/Submit to make a Suomi upper for my Mac. I have a local guy here that has the blanks and plans. I assume that they are legal?

He bought a ton of mags (drums) to go with them also...

I have been wondering the same thing. I've seen some cool Suomi uppers. Since there are some out there, hopefully someone has gotten the clearance. Since they are still 9mm, I don't see why a BATF letter is even necessary. I'm not a lawyer though.

Because you want to cover your butt. That's why it's necessary.

I submitted a letter to Tech branch and they sent me a favorable response. But keep in mind, the letter is only goodto whomever it is addressed (me).

Just tell them what you want to do, include a little sketch (or pictures from the internet), and be sure to note that the registered lower will remain unchanged.

Exactly, if building, I would get a letter also. What I meant is, I don't really see why it is necessary. I understand that Batf thinks it is necessary, I just don't know why.
