I want to send it to CTSR and have it modified. I have it on an F4 Bowers CAC 9.

Yes, a SOT can shorten a can.

Not commenting in regards to the question of making it shorter. Any licensed gunsmith can repair any firearm including NFA, whether they have paid the SOT or not.

You can do it and update the form by sending a letter stating the new length.

No, this was covered in the Silencer FAQ BATFE posted on 04/17/2008. The only exception was a repair which required re-threading on good metal.
