someone brought me guns to sell and one gun was a762 x54 sniper rifle

It is my understanding that the silver tipped ammo is specifically for dedicated marksman rifles.

Silver tip is 148-149 grain boat tail bullet with a mild steel core, lead, and copper full metal jacket. It's a pretty accurate round when fired from an accurate rifle (1-2 moa).
