It seems to me that the turning point was Trump telling the ATF to make bumpstocks illegal after the use of Slidefire stocks in the Las Vegas festival shooting. We received the original determination of the 3D plastic version December 2017. We submitted the machined aluminum version October of 2018. In December of 2018 ATF notified FFL holders of a change in submission requirements that all submissions would only be installed in a complete firearm. We were notified February 1, 2019 that our submission would be returned because the submission was not installed in a complete firearm. We resubmitted with a transferable M10 registered receiver which they received March 6, 2019. March 8, 2019 we received an email that our submission was evaluated. March 26, 2019 bump stocks became machineguns. After repeated attempts no further information was given. August 2019 we did get a return email that the evaluation was sent to the legal department with no estimate of time frame for an answer. March 2020 we received the determination dated February 22, 2020 in which our adapter with an AR upper was a machinegun.
It seems to me that Trump tells the ATF to ban bump stocks even when they don't have the authority to make new law, seems to have emboldened them to make determinations on political views rather than actual law.
