We all know that ATF is planning to ban XM855 62 grain ammo.
Their legal stance(many believe) is that it technically meets the definition of AP because the jacket is greater than 25% of 62 grains and can be used in a pistol and is larger than .22 being .224.
WITH THEIR LOGIC..... XM196 55 grain also meets that exact same description since the jacket also is greater than 25% of 55 grains.
If they ban 855 then they must at some point in time ban 196 to stay consistent with their ruling and head off all challenges that could be based on the legal challenge "If you ban XM855 why do you allow XM196" defense.

Another thing.... XM196 will penetrate most body armor at 10 yards, even plates whereas XM855 may not penetrate the same armor in some cases. Example AR500 body armor. ATF could easily say M196 is more destructive than M855 in some cases.
