So…… you guys think it’s ok to weld on the muzzle end of a shotgun barrel. The barrel will never see buckshot or slugs. Primarily birdshot. A piece of the muzzle end was cut off but we need to weld it back on? No, another barrel can’t be had. Need to work with what we have. What’s the census. If welded right will it be ok?

Shaky at best. How much are you adding? Who's doing the welding? Do you have a good attorney? An ER on speed dial?
What guarantees do you have that anything more than "birdshot" won't someday find its way into the gun?
Anyone attempting this should have a copper rod that fits the bore for alignment and to control weld penetration.
TIG welding only, stitched on alternating opposite sides to avoid overheating will put it together-- but still won't guarantee that it stays together.
For test firing, you'll need a face shield, about twenty feet of good heavy cord, a length of rope and a tree stump to tie your project to.
This might sound tongue in cheek but you could be flirting with disaster.

If you need to simply add length to make it legal, depending on how much length you need, you might consider a Cutts Compensator.
Otherwise, have you considered registering it as a Short Barreled Shotgun?
