Check mailed on May 12 and the seller/dealer received ATF approval in the mail today 08/22. It was approved on 08/04. This was for a dealer to dealer transfer. WTF?

I saw this at my local gun shop yesterday. The price tag as it site is $5500. This is probably the wrong forum but thought you all might enjoy. I thought it was cool. It is a semi but I was told I could purchase a plate for $25000 and make it a full auto transferrable mg.
